Northwest Complex Release Paths

Northwest Correctional Complex, commonly shortened to NWCX, is a male Tennessee state prison with custody levels from minimum through close. A person housed there is in TDOC custody. The Lake County Sheriff's Department does not own the state-prison movement record, even though both institutions are in Tiptonville.

A community departure may take the form of parole, probation, determinate release, sentence expiration, or another authorized release. Parole means a Board-approved return to the community before sentence expiration under TDOC supervision and stated conditions. Probation is court-ordered community placement. Determinate release is a special statutory route for some shorter felony terms. None should be confused with an institutional transfer or delivery to another authority on a detainer.

A person released from NWCX may not stay in Lake County. TDOC must approve the parole or probation residence when that rule applies, and the address can be elsewhere in Tennessee. Policy 511.03 also distinguishes community release from a detainer pickup. The receiving authority becomes the correct next custodian when confinement continues.

Confirm a Northwest Complex Release

TDOC's Felony Offender Information Lookup, or FOIL, is the first public search. It covers current and former Tennessee felony offenders in TDOC custody or supervision. Search by TOMIS/TDOC number or SID when possible. Those identifiers are more reliable than a common name and help avoid merging records for different people.

1. Open FOIL and complete the CAPTCHA. Search by TDOC/TOMIS number, State ID/SID, or legal name with aliases when needed.
2. Compare the candidate's identifiers, location, offense, and sentence details. Do not choose a result based only on a photograph or name.
3. Read the status literally. A new prison location is transfer, Parole or Probation is supervised community placement, and Inactive needs release detail.
4. Separate Release Eligibility Date from Sentence Expiration Date. Neither field alone proves the person physically left NWCX.
5. For an exact event, request the release or discharge movement through TDOC Records Management. Ask for records that distinguish community release from delivery to another authority.

A FOIL no-match is not release proof. Recheck spelling, aliases, and the state identifier, then make sure the person was actually in TDOC custody rather than the Lake County jail. If an older offender no longer appears as expected, use the archive request. Preserve the date on which the search was checked because public status can change after a new movement, revocation, or correction.

Northwest Complex Records Contact

The official NWCX facility page confirms the institution's address, telephone, custody range, history, and capacity. The facility number can address current institutional routing. Historical release or discharge documentation belongs with TDOC Records Management rather than the county sheriff.

Use the TDOC archived-record instructions and the linked public-record portal for older records. Include the full offender name, TOMIS number, date of birth, contact information, request reason, and a detailed description. Ask for the movement or release transaction, release or discharge date, and type. TDOC says archive-search charges may apply, but requesters should not prepay. The department provides notice if a charge is due.

Northwest Complex Custody Profile

TDOC lists NWCX with an operating capacity of 1,776 and a male population classification. Its security range runs from minimum through close custody. Capacity describes the institution, not the number of releases, current population, or average length of stay. No such release count should be inferred from it.

Policy 511.03 says TDOC release transactions are entered into its offender-management system as they occur. That completed movement is better evidence of a Northwest Complex release than a planned date or an old facility listing. A FOIL status is convenient public evidence, while the archived response can supply the controlling movement detail.

Note: The Lake County jail and NWCX share a town but do not share a booking, roster, or release-record system.

Northwest Complex Record Names

NWCX has a local two-site history that matters when searching older records. Site 2 opened in 1981 as Lake County Regional Correctional Facility. Site 1 began operating in 1992, and the combined operation became Northwest Correctional Complex. An archived document or dated news item may therefore use the former regional-facility name.

Search both names when the event predates the present identity, but cite the official current name for a current contact or records request. The history does not turn NWCX into a county jail. It remains a TDOC prison, and any old release record should be routed by the operator that held the person at the time.

This naming distinction is especially useful when a Lake County search result appears to describe a local jail but actually concerns a person sentenced from anywhere in Tennessee. Confirm the agency, TOMIS number, and institution before building a timeline.

Young Offenders at Northwest Complex

TDOC identifies NWCX as its primary facility for juveniles convicted as adults. That fact explains why a young person may appear in an adult state-facility record in Lake County. It does not erase confidentiality rules that may protect juvenile proceedings, and it does not make every record involving a minor publicly available.

Use only the information lawfully shown in an official TDOC record. Match identifiers carefully and ask TDOC for the proper access route when the public result is incomplete. Age or appearance should never substitute for a record match. The state movement entry, not an inference from placement, establishes an actual release or transfer.

Northwest Complex Release Processing

TDOC policy recognizes property, identification, detainers, transportation, and required movement entries as parts of release processing. For an eligible person without private transportation, Policy 511.03 provides for a nontransferable ticket by the least expensive means to the approved parole or probation residence. It does not promise a public bus stop at NWCX or guarantee that Lake County is the destination.

A parole grant also is not physical release. The release plan must meet the applicable approval steps, and a new hold can intervene. Record the Board decision, plan approval, TDOC movement, and supervision start as separate events. Northwest Complex Program Records

The official NWCX page lists ABE and HiSET education, construction trades, behavioral programming, Dyersburg State and Lane College study, and Tennessee College of Applied Technology certifications. These offerings provide institutional and reentry context. They do not shorten a sentence by themselves or guarantee a particular release date, supervision outcome, or public benefit.

Program participation and sentence-credit calculation are also different questions. Tennessee credits depend on statutes, policy, eligibility, conduct, and the person's sentence. FOIL's Release Eligibility Date should be read as TDOC presents it. For a completed departure, return to the movement record and current status instead of predicting release from a listed course.

The same caution applies to a Board hearing. A recommendation is not binding, and a final grant can still precede release-plan approval or physical processing. When reconstructing a Northwest Complex release, record the hearing decision, approved plan, institutional movement, and first supervision status as distinct steps. This sequence shows whether an expected release became a completed community placement or was delayed by another lawful custody basis.
